Department of Energy and Climate Change (DECC): process mapping

The Department of Energy and Climate Change (DECC) was established in October 2008 from parts of the Department for Business, Enterprise and Regulatory Reform (now the Department for Business, Innovation and Skills or BIS) and the Department for the Environment, Food and Rural Affairs (Defra). DECC’s financial corporate services were delivered by BIS under an outsourced arrangement with Amey which was established at the time of DECC’s creation.


Cabinet Office: accounting and financial systems consultancy

There were weaknesses within the financial structures and systems of the Cabinet Office that were preventing the timely and accurate reporting of financial information.

Delays in the completion of the 2002-03 annual accounts led to a disclaimer to audit opinion, followed by a Public Accounts Committee hearing. As part of its actions to prevent a recurrence, the Cabinet Office asked Moore Stephens Insight to undertake a review of its accounting functions, processes and systems.

ERP System Rescue and Managed Services

A financial institution regulated by the Financial Services Authority (FSA).

The company used an old version of the Oracle JD Edwards ERP system across a number of functions. Following two key appointments at Board level in October/November 2006 the finance department took immediate responsibility for systems from IT and considered outsourcing to India.

Rokeby School: PFI Contracts

Moore Stephens Insight  was engaged by a secondary school, recently built under PFI, to examine the contractual agreements between the school and the Council in relation to a proposed revision to the annual unitary charge. We then went on to build a case for renegotiation and redrafting of the agreement.

Harborough District Council: IFRS conversion

Harborough District Council (HDC) as other local authorities, account for their transactions and balances under UKGAAP according to Local Authorities SORP. As part of the public sector conversion to IFRS it was necessary for HDC to be fully prepared for IFRS external reporting in 2010/11.

House of Commons: ERP system consultancy

The House of Commons (the House) had implemented the Agresso Business World ERP system in two of its six departments. In so doing they had brought together core payroll, human resources and finance functionality into a single system. A further project in currently under way to extend the system to the remaining departments as part of wider business and process change programme.
